C.A.P.E. 2026 Annual General Meeting
Sustainable Training in an Era of Growing Demands
Mandatory training requirements aren't slowing down, but most training sections don't have the luxury of unlimited instructors, unlimited time, or unlimited budgets. The challenge before us is not just keeping up, it's finding innovative and sustainable ways to deliver training while preserving the capacity of our full-time staff to meet the next demand that is already on the horizon.

Keynote Speaker
Inspector Dean Grunow
K Division Training Branch - Alberta RCMP
Inspector Dean Grunow grew up in eastern Alberta with a farming and agricultural background. He joined the Royal Canadian Mounted Police in 2001 and has served in a variety of frontline, specialized, training, and leadership roles throughout Alberta.
Early in his career, Dean became a member of the Emergency Response Team (ERT), where he served for more than eight years while also qualifying as a firearms and use of force instructor. In 2013, he was selected to represent K Division on the RCMP National Patrol Carbine Core Working Group, contributing to the development, implementation, and continuous improvement of the Patrol Carbine program and instructor training across Canada.
Dean later joined K Division Training Branch, where he helped establish the RCMP's Re-Integration Program in Alberta. Based on a model developed by the Edmonton Police Service, the program supports members returning to operational duties following critical incidents and has since expanded nationally. Throughout his career, Dean has also served as a use of force subject matter expert, supporting incident reviews, officer safety initiatives, testifying at fatality inquiry’s and the development of training and operational best practices.
Following assignments in Human Resources and operational leadership, Dean served in Wetaskiwin Detachment, supervising investigative teams and continuing to support frontline policing initiatives. In 2024, he returned to K Division Training Branch as Acting Officer in Charge and was subsequently commissioned and promoted to Inspector.
Today, as Officer in Charge of Training for RCMP K Division, Dean oversees in-service training programs for RCMP employees across Alberta, including firearms, use of force, investigative techniques, and other critical operational training. He also serves as a Critical Incident Commander, supporting major incident response and Emergency Response Team operations throughout northern Alberta.
Drawing on more than two decades of policing experience, Dean remains committed to officer development, operational readiness, and supporting the health and effectiveness of police personnel.
